No. Your team controls developer consoles, submission and release. JapanOps prepares the change set and verifies the returned non-public surfaces.
Does QA enter a paywall or start a subscription?
No. Any included upgrade prompt is view-only and QA stops before authentication, subscription selection, payment or purchase.
